The Endangered Fairies Act
If you think that the expense of complying with environmental regulations is high now, just wait until companies everywhere have to start testing for elves.
I wouldn't be surprised if Congress passed a National Elf Protection Act, and required consultation with the EPA, USFWS, and National Marine Fishery Service for any construction.
I have just suppressed a Barney Frank joke.
