I suspect that the various and assorted Congresscritters and bureaucrats, and other professional leeches, were terrified that people might realize how LITTLE impact shutting down the Feds would really have.
Hence their motivation to pass a budget was intense indeed.

Actually, neither party was sure which one would get the major share of the blame. I think this is a good thing. Keep them guessing.
