I guess it's easier to find him if he runs off at night
Not sure what other reason you'd have for creating a glowing beagle.
Great companionship for Boris Karloff in case he wants to go uranium prospecting in Africa again. Besides, you can always find a brilliant scientist in an adjoining camp who can manufacture a miracle cure on command.
But doesn't it spook the prey even more when you're huntin'? Not much of a hunt if the prey can see ya coming. It would get annoying for the owner (or as our liberal friends like to say, "companion"). And doesn't it keep the poor dog up at night?
