What authority do they have? The authority of the "Twitter mob".
That, and the internet bosses who fear/support the Twitter mob is all it takes to be shut down, these days.
Snopes is trying to argue from their (non-existent) moral authority as the arbiter of all things true or false on the INTERNET.
Fat chance on that happening, except with sheeple.
