Possibly. But I think Stephen Kruiser's theory is at least as plausible: "being in the minority means he can always use that as an excuse for never doing anything meaningful or good for Republican voters".
As far as I'm concerned, he has "retired in place", and is content simply to enjoy the empty trappings of office as he shuffles off to the last roundup. In the current environment, he is not merely useless, but dangerous in his good-loser complacency, because in the absence of stout resistance the Left will overwhelm what remains of our republic. When all hands are needed on deck, and the beat to quarters is sounding, we can't afford to have a captain who chooses to doze in his cabin.
He's been fighting against being in the majority since Obama's first term at least.

Whether or not the Dems have anything on McConnell, I think it's accurate to say that he's perfectly content to sit back and "retire in place", as you say. He's an old man, he has a cushy (at this point do nothing) job, he's tired of fighting, and who's going to get rid of him? Not Kentucky, not the Republican Party, I guess. The whole purpose for such people is to stay where they are and squeeze every last iota of money and prestige out of it.
