Any organization or bureaucracy, given enough time, eventually morphs into an organism dedicated solely to preserving itself.
That is, unless there is external pressure that keeps it focused on whatever its initial mission was. We the citizens used to provide that pressure... but too many of us can't be bothered anymore, and many many others have been seduced by largess granted by the government (which it in turn confiscates from the rest of us).
