Paraguay, despite being the most obscure South American nation to Americans, has probably the most gawdawful history of all of them. Seriously, we are talking Balkan levels of dysfunction and horror.

I worked for the Export-Import Bank in D.C. for 20 years, and we had people traveling all over the world underwriting transactions, reviewing the engineering aspects of large projects, engaging in marketing. My recollection is we had precisely one employee, in the history of the institution, who had ever traveled to Paraguay.
DeleteIt appears that Paraguay overcame that dysfunction and horror, if the internal economy is relatively stable.
