No idea how honest Chicago's elections are (other than "not at all") but some people voted for Johnson. And more important, some people wanted him in office and installed him.

What’s really scary is that the people who elected him may not be any smarter than he is.

Hilariously, ICE has been running ads in the Chicago area talking about $50k bonuses to leave a city that hates them and go to work for ICE.
