Two things, hilarious and metaphorically spot on
A) Joe Biden has a freakin' rest stop named after him in Delaware, and B) it's a "complete shithole".
We passed through Delaware a few years ago on one of our RV road trips. I gotta tell you, I can't remember one single thing about the state. It only took about a minute.
I'm sure there's an easy explanation. Like that the Governor is a Republican.

Probably left an executive order with a long-term timer.
