The sharks don't have to be "feasting" on illegal drugs. They could be leaching into the water, thereby affecting the water life. It's a concern in the Puget Sound, where the orca pods seem to be in poor health, possibly from drugs entering the waters from wastewater treatment plants.
Nearly all those plants are intended to remove sewage and some contaminants (e.g., oil) from the water before being released into the sound. The technology involved dates back to the 1950s, and does nothing to remove dissolved chemicals. So drugs in the sewage system (both from human waste AND ill conceived disposal into a toilet) routinely go into the Sound. That, in turn, poisons the orcas who live on the salmon.
So, it's possible that the sharks have a similar problem. Maybe they do "feast" on the cocaine bundles, but their initial addiction probably came from munching on contaminated fish.
Might make a great "Sharknado" sequel!
