This could be a typical bureaucratic SNAFU. Nobody gave SPC Snuffy instructions on how to handle equipment abandoned in Afghanistan, and so he follows standard procedure.
If that is the case, however, you expect somebody up the chain to set thing right ASAP. Or it could be that nobody wants to stick his neck out on this.
"Okay fine, so Colonel Wossname told you guys to drop the gear before boarding the plane. I don't see his name on the signature block on this hand receipt, do you?"
