The one that got away

Old Paco worked as a deputy sheriff, a small town policeman and finally wound up as a criminal investigator for the ATF when the outfit's main job was hunting moonshiners (in fact, during most of his career, he worked for what was then called the ATTD: the Alcohol & Tobacco Tax Division of the Treasury Dept.). Although he and his crew bagged a bunch of bootleggers, the biggest one of all - a man with the unlikely name of Percy Flowers - was never imprisoned for making illegal whiskey, although he was indicted and charged numerous times, and did spend some time in prison for assaulting a federal officer. The following video outlines Flowers' life of crime, but my father's memoir of his life in law enforcement provides a whole lot more information. I'm going to try and distill (so to speak) some of Old Paco's recollections of Percy Flowers in the near future.
