it's worse if your agency's budget has passed and you have to work while the rest of the government is off... then they get back pay for the time they didn't work!
I remember my agency got shut down once - temporarily, due to budget issues - and I did everything to convince management I was "non-essential" except have the word tattooed on my forehead, but it didn't work; I had to keep showing up.
Some gov't workers get time off and get paid all at once once they go back while the ones still at work see how painful they can make it for us.
