No longer a bug, but a feature

The Volokh Conspiracy has a great post on one of the strategies developed by the OSS for anti-Axis operatives during WWII – strangle the enemy’s efficiency with bureaucracy.

The bureaucratic obstacles mentioned in the post, intended as sabotage, are now standard operating procedure in our own government (and in many private-sector businesses, too). In fact, the tactics almost read like my agency’s mission statement.
