Something is fishy about this. A whole two terabytes of "digital space"? I just did a quick check at Newegg.com. and you can get a
Western Digital My Passport 2TB portable hard drive, for $200.

Are they still living in the 20th Century?

Very fishy, r-man. Even considering the Federal government's IT policies. All they need do is back up the files onto DVD or (as you note) a portable hard drive.
