Old Joe needs a chair because he can't stand up for two hours or so, and he needs a desk so he can spread his notes out reminding him that this is 2020, he's not in Idaho, he's running for president not the senate, and his good buddy Bar ... uh ... the last president isn't that guy, but Donald Trump.
Biden does best in debate formats when sitting down at a desk; just like the 2012 debate between Biden and Paul Ryan.
Laughing like an idiot at literally everything Paul Ryan said, yet providing no coherent answers of his own, made Slow Joe a "winner" in the eyes of the Democrat media lickspittle, and they dutifully reported that Biden "rolled over" Ryan.

And he needs a large microphone to cover his mouth like in Star Trek "Patterns of Force" while staffers answer for him.
