I bet the hair on the back of the necks of every politician in town suddenly stood up when this was announced
Knowing NYC pols, and actually having skimmed the article, I foresee new and exciting fines for NYC residents, annoying rules to follow that will not do anything about rats and major new powers for bureaucrats. I'd buy rat futures. Eh, at least NYC people will have some meat to eat.
Since he's a Democrat pol and a POC, I assume that when he says "rats" he actually means Jews, right?

I saw a video of a group of Terrier owners roaming NYC at night and letting their dogs go after rats. They got a dozen or so.
