More than that, his 'fault' is that he respects the country's institutions and is hesitant to drastically change them. Also there are very few precedents for effectively dealing with the degree of corruption he faces. It's like a teacher bringing an unruly class under control, in the old days you'd just make a very loud noise then issue commands.
