Another reason for the lack of air conditioning in Europe is the fact that, because of the EU's "green" energy policies, the average European can't afford to run air conditioning.
I'm sure that all government offices (national and EU) have air conditioning. Can't rule the hoi polli when you're all hot and sweaty, amiright?
