Not really sure what's going on here. In the past, female cigar rollers were said (wrongly, as it turns out) to have rolled cigars on their thighs, so perhaps this young lady has finished up for the day and is preparing to go home.

I remember the scene in the film Something Wicked This Way Comes, where the Satanic carnival proprietor (is there any other sort?) tempts one man to perdition with tales of fine Cuban cigars rolled on the plump thighs of dusky beauties...
